Rashtriya Ulama Council (sometimes spelled as Rashtriya Ulema Council) is a
political party of Indian Muslims. Its flag is a green-white-red horizontal
tricolour. The aspect ratio varies a bit, but 2:3 prevails. The shades of green
and red also vary somewhat, but are generally close to or identical with V+ and
R, respectively. The flag is shown on the photos from the party rally in Lucknow
on 2010-02-20, which are posted on Flickr:

First two of these
photos show that some of the flags have black Arabic inscription on white field,
but most of them are plain. The inscription is difficult to read, but it might
be the party name, as seen in the party emblem, which is shown at the party
website:

This image shows that the Arabic inscription is exact transcription of
the party name in English. Although the emblem suggests that the flags with the
Latin inscription might also exist, these were not seen so far.
